This is completely unnecessary in Seattle.  October-June the answer is always yes.  The answer July -September is no. (If you are prepared for summer rain you will jinx it for the rest of us and thus your selfishness and will put us all at risk.) 

The above is true unless you are a native in which case rain just means walk faster.  After all, this is a rain forest.
